Hi Darasimi. Fulbright does not work as an intake you apply into directly. You apply through the Fulbright commission or US embassy in your own country, normally about a year before you would start, and if you are selected the programme places you at a US university — so there is no September application to make. On fees: Fulbright country offices do not normally charge to apply, and if you win the award your tuition is covered.
